Biblical justification is when God forgives us of our sins and counts us as righteous, not because of anything in us (contra Rome), and not because our faith itself is imputed as righteousness (contra Arminianism), but because through the instrument of faith God imputes Christ’s righteousness to us.
This way of approaching the commands fits with the already universally-agreed practice of Christians disobeying government when required to sin.
Considering Jesus’ practice of only appointing men as apostles, there is a significant burden on those claiming Junia was a woman apostle. And that burden simply has not been met.
Civil government is legitimate, but it should have a limited role in accordance with God’s design.
